Selected State Telemarketing Requirements: Four Examples for Campaign Planning

State requirements can change the way a calling campaign operates even when federal controls are already in place. These four examples illustrate selected differences in calling hours, frequency, and registration. They do not cover every requirement in these states, and they make no claim about the other states or the District of Columbia.

Federal rules remain a separate review. Before calling, confirm the relevant definitions, exceptions, consent, seller registration, required disclosures, and the recipient’s location with qualified counsel.

Connecticut calling hours

Connecticut’s Department of Consumer Protection identifies 9 a.m. to 8 p.m. in the consumer’s local time zone as the permitted telemarketing window. Treat this as one element of the state review, not permission to place a particular call. Connecticut DCP guidance

Florida hours and frequency

Florida section 501.616 prohibits covered commercial telephone solicitation calls before 8 a.m. or after 8 p.m. in the called person’s time zone. It also prohibits more than three calls to a person on the same subject or issue within 24 hours, regardless of the originating number. Review the statutory definitions and applicable exceptions separately; changing caller ID numbers does not reset that frequency limit. Florida section 501.616

Pennsylvania changes on October 18, 2026

Pennsylvania Act 47 was approved July 20, 2026, with a 90-day effective clause. From October 18, 2026, the amended provision prohibits covered telephone solicitations on Sundays, before 9 a.m., or after 7 p.m. The act also retains a legal-holiday restriction and makes other changes that require review. The new hours and Sunday provision were not yet effective on this reference’s October 13 research date. Pennsylvania Act 47, sections 3 and 5

Wisconsin registration and customer relationships

Wisconsin’s agency guidance describes a telephone-solicitor registration requirement for covered solicitations. It also explains that a past purchase within 18 months, by itself, does not satisfy the state’s current-client exception. Do not copy the federal purchase-based established-business-relationship test into a Wisconsin eligibility rule without reviewing the state standard. Wisconsin DATCP registration and exceptions

Turn the findings into a review record

For every jurisdiction in an actual campaign, record the source, effective date, covered activity, exceptions considered, and person responsible for approval. Evaluate national and company-specific suppression independently. Verify that your dialer implements the approved local windows and that late-arriving opt-outs stop queued calls.

A state omitted here is outside this reference’s scope. An issue omitted from a state example remains a separate research question. This selective reference is educational information, not legal advice or a representation that a campaign complies.
